Wi LEOs May Cite Negligent ATV Owners

A 9 year old girl in Wisconsin has been injured in an ATV accident. Police are considering citing the owners of the ATVs involved for allowing an un-authorized person to operate an ATV.
Deputies said the girl was not wearing a helmet at the time. Neither child possessed an ATV safety certificate, and were not under adult supervision at the time of the accident.
The girl was doing just about everything wrong. From riding on the road to riding without a helmet to riding when it was against the law for her age. I can appreciate the first two, but the third I will leave alone because my 2 and 5 year olds both ride. (Yes, legally) Anyway, there are safety certification requirements in Wi for youths. The girl didn't even have that.
So should the LEO's cite the owners of the ATV for negligence? Who is to be held responsible when something like this happens?
