West Virginia Wants to Curb ATV Deaths

They are using fuzzy math, but the West Virginians are trying to reduce the number of ATV related deaths and accidents. ATVs are a large part of West Virginia's tourist income, and having too many deaths may make it less appealing for tourists to go there for their recreational ATV fix.
The "fuzzy math I'm talking about is this:
Eleven people died in all-terrainvehicle crashes during the month of September, making it the deadliest month on record for crashes involving ATVs in the Mountain State.
The article said there were 11 people killed in ATV accidents in September. (That's quite a few, but I wonder how many people died of other things, like riding bicycles, driving cars etc)
Anyway, the article goes on to say this:
There have been 42 confirmed ATV deaths this year, nine fewer than in 2006 at this time...
And that's where the fuzzy math fits in. The overall rate is down, but the monthly rate is up. They are saying this is "alarming and unacceptable" and that "lawmakers must move to strengthen current ATV safety laws."
Because with fewer overall deaths for the year, the program isn't working, is it?
