A Baltimore Councilwoman felt the pressure. Complaints about dust, damaged crops and noise from people riding ATVs built up over three years, and when veronica Chenowith decided it was time to take action, (by restricting ATVs to use between 8:00pm to 9:00am, and ban use on property smaller than 5 acres), the complaints really started coming in!
A foot high stack of emails (2,300), along with about a hundred calls from "decent, responsible citizens sharing an (ATV) experience with their children" prompted her to rethink her strategy. A good strategy would be to go after those that are being rude and obnoxious, instead of the (majority) of ATVers that are respectable family types. And I think that's what she sees too.
"Only a handful (of emails) were absolutely obnoxious and rude, probably the very ones causing the problem," she said.
