The Dominick Effect: Teaching ATV Safety or Secretly Trying for a Ban?

Most parents care about their kids. Most parents want them to be safe and not get hurt. But it happens. Such is the case with Dominick. He died tragically in an ATV accident in which he was riding as a passenger on a single seat ATV. According to a study I am doing, out of 71 total accidents I've collected data on in the last few weeks, 30 of them happened while riding two or more people on a single person ATV.
Dominick was wearing a helmet at the time, but it just wasn't enough. I pray for Dominick's mother, who has assured me that she wants to educate people about ATVs, and not ban kids from riding them until they're 16. Unfortunately, Dominick's mother is seeking support from two groups who are actively trying to get kids banned from ATVs all together, http://atvsafetynet.org and http://safekids.org.
What is Dominick's mother's intention? Hard to say. Lets hope what she says is true. But her actions speak a slightly different story. I'll reserve judgment until I've researched it more.
