The article is borderline lying. It says:
Training classes and safety equipment are readily available. And considerably more attention has focused on riders' safety. So, why isn't the accident rate coming down? Two reasons:
Ahh, but accident rates ARE going down over-all. If they bothered to count the number of ATVs in use now, they'd be hit upside the head with a large dose of reality. ATV injury rates ARE GOING DOWN.
At least they've got this part right...
More regulations won't advance atv safety. What's needed is compliance with existing laws - and an equal measure of common sense from riders.
