International Falls Daily Journal asks if building an ATV Park in Borderland is "viable". I say, what a silly question!
Think about it... In most states, including Minnesota, public land available to ATV and OHV use is quickly declining. Loggers have long been creating roads and trails in remote forests that would be ideal for ATV trails. Some of the small communities near any proposed ATV or off road area would be almost guaranteed a substantial increase in revenue due to the large amounts of money ATVers spend. I easily spend several hundred dollars on a 2 day trip.
With the right ATV park or trail system, and the right amenities in the town, you could literally create a very strong and flourishing (albeit seasonal) economy almost overnight.
