It's something that I see all over in today's society... legislation being created to combat issues that previous legislation was created to combat, but is not being used. And it's not just here in the US. Canada is at it too. They're trying to create more legislation instead of using the legislation they've got on the books already.
I really don't understand this practice. I would think that they'd make more money enforcing existing laws than they would creating new ones. Unless they are just creating work for the legislators. I mean, we're all pretty certain it's not just about being "fair and just", right? Plenty of laws are not about being fair, they're about getting more buck for the bang.
Is it becoming common practice to refuse to enforce old laws in favor of creating more? Then when you get a whole bunch of them Stacked up that everyone forgot about, you enforce them all at once and everyone loses, except the fee collectors?
