Kentucky is number one. When it comes to deaths from ATVs. They don't have any laws for kids to wear helmets while riding. I'm not big on legislation. I don't think forcing kids to ride with helmets is bad though. They're not responsible enough to decide for themselves. But often times, neither are the parents. So what's to do? More laws? Not really. How about more education. More awareness. More accountability by negligent parents.
