Collier ATV Park: Hurry Up and Wait

Here, Collier, you can have an ATV park. Yeah, right there in that muck. No problem, you're welcome. By the way, we're going to increase your ATV registration fees to maintain the park.

No, wait. There's a lizard that might need to pass through that area once every 10 years to mate with a tree frog. They're not trying to breed, they're just cross-breed homosexuals. But they need to use the land we promised you for an ATV park, so we have to do an environmental study first. Can you wait a few months years while we see if you're ATVs will have an impact on the environment on Mars?

That's right, Collier has been put on hold again for an impact study or some other BS. That and it's been cut from 650 acres that were originally promised to just 75.

Gee, I wonder why ATVers are getting tired of this crap and just riding illegally? Perhaps they're tired of getting crapped on every time they turn around?
