ATV Ban in Canada to Help Grizzly Bears Recover

The grizzly bear population in the Rocky Mountains in Canada is declining. Alberta is entertaining all recommendations to help turn around the falling numbers. They want to hear from the public before they make their final decision. Several options have been suggested, including extending a current ban on hunting grizzly bears that is scheduled to be lifted after 2008.
It might just be me, but what is there to "consider" about banning the hunting of a species that is at risk? That should be a gimme. No questions asked.
As for banning ATVs from certain slopes to help the numbers increase, I don't really have a problem with that, so long as there is a specific date on which the ban is automatically lifted if no further action is required and the bear population continues to increase.
